Sweden criticized: civil defense buildup is falling behind

The Government of Sweden is facing strong criticism from the National Audit Office (Riksrevisionen) for its slow progress in strengthening the nation’s civil defense. According to a new report, unclear guidelines, insufficient funding, and poor coordination have significantly delayed necessary improvements.

Slow progress since 2015 decision

In 2015, Sweden’s government committed to reviving comprehensive defense strategies, including civil defense capabilities. However, according to Marcus Pettersson, audit director at the National Audit Office, the process has moved far too slowly. The report assesses developments from 2015 to autumn 2024, highlighting that significant progress was only made after Russia’s invasion of Ukraine in 2022.

Auditor Alexander Rohdin emphasized that the Government’s unclear communication has hindered effective planning and coordination among various authorities. “It is unclear what is to be achieved, who is to do it, and when it should be completed,” he stated. Pettersson added, “Civil defense is extremely complex and not something you can activate overnight.”

Sweden’s government acknowledges criticism

Responding to the criticism, Minister for Civil Defense Carl-Oskar Bohlin (Moderate Party) admitted the validity of the critique regarding historical delays. However, Bohlin highlighted recent efforts, claiming significant actions had been undertaken by the current administration but acknowledged that “much remains to be done.”

Resource and coordination challenges

The National Audit Office highlighted the food sector as a successful example, indicating potential for broader achievements if adequately prioritized and funded. Rohdin also noted significant resource constraints, stating, “An activity that cannot handle everyday life will not manage heightened preparedness.”

Furthermore, the report underlines outdated IT systems and calls for clearly defined responsibilities, particularly in modernizing infrastructure for building maintenance and transport.

Recommendations to the government

The Audit Office issued three key recommendations to the government:

  • Clarify roles and responsibilities among authorities.
  • Set precise goals and timelines for civil defense objectives.
  • Secure sustained and adequate financing.

Importance of civil-military integration

Pettersson emphasized the interconnectedness of civil and military defense, warning, “If civil defense collapses, there is no defense will among the population.”

As tensions in Europe remain high, the report serves as a critical call to action for the Swedish government to swiftly address the identified shortcomings to ensure national security and preparedness.
