The Oslo Planning and Building Authority (Plan- og bygningsetaten, PBE) has rejected proposals for new skyscrapers near the Oslo Central Station (Oslo Sentralstasjon, Oslo S), putting a halt to ambitious redevelopment plans presented by Bane NOR Eiendom.
Why Oslo authorities said no to skyscrapers
According to the authority, the proposed skyscrapers, called Fjordporten – Nordic Light, would negatively impact the city’s skyline and overshadow significant historical landmarks. Specifically, concerns were raised about the visual impact on iconic structures such as the Opera House (Operahuset), the Barcode buildings, and the Akershus Fortress .
Bane NOR Eiendom had proposed buildings up to 36 floors high as part of a comprehensive redevelopment initiative to modernize the area around the central transport hub. However, Oslo’s planning authority concluded that the height and density of the proposed developments were inconsistent with the city’s current architectural and urban development strategies.

A controversial decision for Oslo’s development
The rejection has sparked discussions among urban planners, politicians, and citizens. Advocates of the skyscraper project argued that the new buildings would foster economic growth and urban renewal, transforming Oslo Central Station into a dynamic commercial and residential zone.
Conversely, opponents celebrated the decision, highlighting the importance of preserving Oslo’s unique character and historical sites. They stressed that maintaining a balanced urban landscape is crucial for the city’s long-term appeal and identity.

What happens next?
Despite the setback, Bane NOR Eiendom has indicated they will reconsider and potentially revise their plans to meet the city’s requirements. Oslo Municipality remains open to future proposals that better align with its urban planning objectives and heritage conservation priorities.
In the meantime, stakeholders continue to debate the future of Oslo’s cityscape, balancing the drive for modernization with the city’s historical legacy and urban aesthetics.
